De voorliggende overeenkomst zou het tarief op Canadese lichte voertuigen hebben verlaagd van 25% naar 15%, en het tarief op metalen van 50% naar 25%, maar de onderhandelingen liepen vrijdag stuk. Ondertussen heeft Canada de recentste invoerheffingen van president Trump met gelijke munt terugbetaald.<\/p>\n<p>De Canadese premier Mark Carney noemde de situatie een handelsoorlog, en Flavio Volpe van de Canadese vereniging van onderdelenfabrikanten waarschuwde dat een daadwerkelijk invoerheffing op onderdelen de Amerikaanse assemblagefabrieken die daarvan afhankelijk zijn, tot stilstand zou brengen. Canada is van plan om met ingang van 8 september invoerheffingen op bepaalde Amerikaanse goederen in te stellen, als vergelding voor een afzonderlijke invoerheffing die Trump heeft opgelegd op Canadese producten ter waarde van $20 miljard.<\/p>\n<p>De overeenkomst is afgelopen vrijdag mislukt vanwege een aantal twistpunten, waaronder de vraag of de Amerikaanse tariefverlichting van toepassing zou zijn geweest op middelzware of zware vrachtwagens.<\/p>\n<h4>Gevolgen voor beide partijen<\/h4>\n<p class=\"c-paragraph\">Canada behoort al jarenlang tot de twee belangrijkste handelspartners van de VS, en vorig jaar bedroeg de handel in goederen en diensten tussen de VS en Canada in totaal $872,3 miljard, een daling van 4,6%. Canada exporteerde meer dan driekwart van zijn goederen naar de VS en importeerde bijna de helft van zijn goederen uit de VS<\/p>\n<p class=\"c-paragraph\">Anderzijds is de Amerikaanse autoproductie sterk verweven met die van Canada en Mexico (de langlopende USMCA-overeenkomst, die Trump vorig jaar niet heeft verlengd, is niet van kracht gebleven), en de invoerheffingen zouden, afhankelijk van de precieze voorwaarden, ingrijpende gevolgen kunnen hebben voor de Amerikaanse productie.<\/p>\n<p class=\"c-paragraph\">Flavio Volpe, voorzitter van de Canadese Vereniging van Fabrikanten van Auto-onderdelen, zei: \u2019Een dreigend Amerikaans invoerheffing op Canadese auto-onderdelen zal ten laste komen van de Amerikaanse autofabrieken. Zonder die specifieke onderdelen zou de autoproductie in de hele VS tot stilstand komen.\u201c<\/p>\n<p class=\"c-paragraph\">In een bericht op sociale media verklaarde Unifor, de vakbond die de werknemers van de \u201cDetroit Three\u201d in Canada vertegenwoordigt, dat de dreiging \u201eeen nieuwe poging is om Canada te dwingen onze auto-industrie en de goede banen die deze oplevert op te geven\u201c.\u201d<\/p>\n<p class=\"c-paragraph\">\u201cDe Amerikaanse regering ziet niet in dat onze sterk ge\u00efntegreerde auto-industrie betekent dat aanhoudende instabiliteit nadelig is voor werknemers aan beide kanten van de grens en het steeds moeilijker maakt om auto\u2019s te bouwen in Noord-Amerika,\u201d vervolgde Unifor. \u201cDat is precies het tegenovergestelde van wat autowerknemers op dit moment nodig hebben.\u201d<\/p>\n<p class=\"c-paragraph\">\u201cCanadese en Amerikaanse autowerknemers hebben hetzelfde lot ondergaan, met fabriekssluitingen en banenverlies als gevolg van omvangrijke invoer van buiten Noord-Amerika. We moeten dit samen oplossen,\u201d concludeerde Unifor.<\/p>\n<h4>Scepsis<\/h4>\n<p class=\"c-paragraph\">Leidinggevenden uit de auto-industrie, die op voorwaarde van anonimiteit met Reuters spraken, toonden zich sceptisch over de dreiging van Trump. Zij wezen erop dat de president eerder al hoge invoerheffingen had aangekondigd die nooit zijn doorgevoerd, en dat een invoerheffing van die omvang waarschijnlijk tot een grootschalige Canadese vergeldingsmaatregel zou leiden.<\/p>\n<p class=\"c-paragraph\">Ze merkten ook op dat januari al maanden na de tussentijdse verkiezingen van november lag en dat Trumps dreigement erop gericht zou kunnen zijn om de onderhandelingen weer op gang te brengen.<\/p>\n<p class=\"c-paragraph\">In januari verklaarde Trump dat de VS de certificering van de Bombardier Global Express-zakenvliegtuigen zouden intrekken en dreigde hij met invoerheffingen van 50% op alle in Canada geproduceerde vliegtuigen, totdat de Canadese toezichthouder een aantal vliegtuigen van de Amerikaanse concurrent Gulfstream zou certificeren. Geen van beide dingen gebeurde, maar de maand daarop certificeerde Canada wel verschillende Gulfstream-vliegtuigen.<\/p>\n<p>David Kennedy, correspondent bij Automotive News Canada, heeft zijn eigen visie op wat er is gebeurd. Hij noemde de dreiging met de 50% een onderhandelingstactiek die bedoeld was om Canada weer aan de onderhandelingstafel te krijgen, en niet zozeer een vaststaand beleid. \u201cDe datum in januari komt over als een pressiemiddel, niet als een zekerheid\u201d, merkte hij op.<\/p>\n<p>Kennedy merkte op dat Trump Canada specifiek heeft uitgekozen voor vergeldingsmaatregelen, hoewel Mexico, als je naar de cijfers kijkt, aantoonbaar een groter punt van handelswrijving voor de VS vormt. Hij zei ook hoe dicht de onderhandelingen vorige week naar verluidt bij een akkoord waren gekomen en suggereerde dat de kloof tussen de VS en Canada wellicht kleiner is dan de breuk van afgelopen weekend doet vermoeden.<\/p>\n<p>We zullen de komende dagen of weken zien wat er gaat gebeuren. Het is niet de eerste keer dat president Trump zijn belangrijkste handelspartners intimideert en zijn handelsvijanden bedreigt. Het feit dat een belangrijke handelspartner voor het eerst terugbijt in plaats van toe te geven aan de intimidatie, kan het verschil maken.<\/p>\n<p>E\u00e9n ding is zeker. De onzekerheid die door deze plotselinge en vaak ondoordachte maatregelen wordt veroorzaakt, zal nog wel even aanhouden, in een tijd waarin de auto-industrie zich in hoog tempo en niet bepaald op de meest harmonieuze manier aan het veranderen is. Maar dat lijkt de huidige politieke besluitvormers weinig te bekommeren.<\/p>\n<h4>Het antwoord van Canada<\/h4>\n<p>Canada reageert op de recentste invoerheffingen van president Donald Trump met soortgelijke maatregelen. Woensdag kondigde premier Mark Carney volgens Bloomberg tegenmaatregelen aan die dollar voor dollar overeenkomen met de Amerikaanse heffingen, naast nieuwe steunprogramma\u2019s voor Canadese bedrijven die in het escalerende handelsconflict zijn terechtgekomen.<\/p>\n<p>Deze stap betekent een scherpe ommezwaai voor Carney, die het afgelopen jaar vergeldingsheffingen heeft teruggedraaid en concessies heeft gedaan om de onderhandelingen gaande te houden. Die strategie is vrijdag mislukt, en Carney zei maandag dat het nu duidelijk is dat Washington erop uit is om belangrijke Canadese industrie\u00ebn, waaronder de staal-, aluminium- en auto-industrie, te ontmantelen.<\/p>\n<p>De vergeldingsmaatregelen van Canada zien er als volgt uit: de invoerheffingen op staal en aluminium stijgen naar 50%, en hetzelfde tarief geldt voor Amerikaanse meubels, kleding, elektronica en spelconsoles. De vergeldingsheffingen hebben betrekking op ongeveer $20 miljard aan jaarlijkse invoer uit de VS, wat neerkomt op ongeveer 6 procent van de Canadese goedereninvoer uit de VS van vorig jaar.<\/p>\n<p>Ottawa heeft bovendien een steunpakket van CN$7,5 miljard ($5,4 miljard) onthuld, bestaande uit liquiditeitssteun, projectsubsidies en uitgebreide werkloosheidsuitkeringen voor de getroffen sectoren.<\/p>\n<p>Op huishoudelijke apparaten, kaas, vis, zeevruchten en bepaalde producten op basis van staal en aluminium worden tarieven van 25 % geheven; op machines, industrieel gereedschap en landbouwmachines geldt een tarief van 15%.
