Vanaf 1 januari 2027 komt er in Vlaanderen geen verplichte technische keuring meer voor de verkoop van een tweedehandsauto voor voertuigen die al in Belgi\u00eb zijn ingeschreven.<\/p>\n

Volgens de mobiliteitsorganisatie VAB moeten kopers daarom vertrouwen op drie \u201cveiligheidsnetten\u201d: de reguliere technische keuring, de Car-Pass en, voor wie meer zekerheid wil, een vrijwillige professionele diagnose.<\/p>\n

Deze waarschuwing komt op een moment dat de Belgische markt voor tweedehandsauto\u2019s nog steeds veel groter is dan die voor nieuwe auto\u2019s. In 2025 werden meer dan 734.000 tweedehandsauto\u2019s geregistreerd, tegenover ongeveer 414.000 nieuwe. Volgens de VAB kiezen particuliere kopers vaak voor een tweedehandsauto, voornamelijk om budgettaire redenen.<\/p>\n

Een groen certificaat is geen gezondheidscontrole<\/strong><\/h4>\n

Volgens de VAB blijft de periodieke keuring zinvol, maar kopers moeten een groen certificaat niet verwarren met een bewijs dat de auto in zijn geheel in goede mechanische staat verkeert.<\/p>\n

De keuring richt zich voornamelijk op verkeersveiligheid, uitstoot en administratieve vereisten. Er wordt geen beoordeling gemaakt van veel onderdelen die kort na aankoop tot hoge kosten kunnen leiden.<\/p>\n

VAB noemt voorbeelden zoals een defecte dynamo (\u20ac 1.000), een versleten koppeling (\u20ac 2.000), een aandrijfriem (\u20ac 800) of een defecte aircocompressor (\u20ac 1.200). Het eigen diagnosecentrum controleert dergelijke onderdelen en kan ook de conditie van een EV-accu meten.<\/p>\n

Met een beetje fantasie zou een nieuwe ontwikkeling bij Car-Pass, waarbij de gezondheid van de accu van uw EV wordt vermeld, wel eens gemeengoed kunnen worden \/NMN<\/figcaption><\/figure>\n

Car-Pass vormt de tweede stap en biedt informatie over het aantal gereden kilometers en, in toenemende mate, onderhoudsgegevens, terugroepacties en, indien beschikbaar, gegevens over de staat van de accu. De derde stap is volgens VAB een uitgebreidere technische diagnose v\u00f3\u00f3r de aankoop.<\/p>\n

Daarnaast speelt ook een commercieel aspect mee: VAB verkoopt dergelijke diagnoses zelf. Toch is een APK-keuring niet bedoeld om te voorspellen hoe lang de levensduur van een koppeling, accu of versnellingsbak nog is.<\/p>\n

Een op de vijf heeft een ernstige afwijking<\/strong><\/h4>\n

De grotere vraag is of Vlaanderen in \u00e9\u00e9n keer te veel bescherming wegneemt. Sinds 1 september 2026 geldt voor alle personenauto\u2019s in Vlaanderen een periodieke keuring om de twee jaar.<\/p>\n

Vanaf 1 januari 2027 geldt de verplichte tweedehandskeuring niet meer voor auto\u2019s die al in Belgi\u00eb zijn ingeschreven; voor ge\u00efmporteerde auto\u2019s blijft deze keuring wel verplicht.<\/p>\n

Dat is omstreden, omdat GOCA Vlaanderen aangeeft dat 93.029 van de 482.809 voertuigen die in 2025 aan een tweedehandskeuring werden onderworpen, een ernstig of gevaarlijk defect vertoonden: iets meer dan 19%, oftewel bijna \u00e9\u00e9n op de vijf. De problemen hadden vaak betrekking op remmen, banden, de ophanging en de verlichting.<\/p>\n

GOCA heeft er als instelling belang bij dat inspecties behouden blijven, net zoals VAB er belang bij heeft om diagnostiek te bevorderen. Maar die cijfers maken van de hervorming meer dan alleen maar een maatregel om de bureaucratie terug te dringen.<\/p>\n

Vlaanderen gaat zijn eigen weg<\/strong><\/h4>\n

Deze wijziging leidt ook tot een ongebruikelijke situatie in Belgi\u00eb. In Walloni\u00eb en Brussel geldt momenteel nog een specifieke keuring voor tweedehandsauto\u2019s voordat een voertuig op naam van een nieuwe eigenaar wordt geregistreerd. In Walloni\u00eb omvat die keuring de gebruikelijke technische controle plus 33 extra controlepunten.<\/p>\n

Op internationaal vlak staat Vlaanderen niet alleen. In Nederland is een nieuwe APK niet verplicht louter omdat een auto van eigenaar verandert; zelfs een voertuig met een verlopen APK kan worden overgedragen, hoewel er wettelijk gezien niet mee mag worden gereden zonder aan de APK-verplichting te voldoen. Ook in Duitsland is de APK gekoppeld aan vaste termijnen en niet aan de verkoop zelf.<\/p>\n

Frankrijk hanteert een tegenovergestelde aanpak. Wanneer een particulier een personenauto verkoopt die ouder is dan vier jaar, moet de verkoper doorgaans een keuringsbewijs overleggen dat niet langer dan zes maanden geleden is afgegeven.<\/p>\n

Europa zou de maatregelen opnieuw kunnen aanscherpen<\/strong><\/h4>\n

Er is nog een andere wending. Flanders zegt dat de hervorming het systeem beter in overeenstemming brengt met wat de Europese regels daadwerkelijk voorschrijven en dat hierdoor extra regionale verplichtingen worden opgeheven.<\/p>\n

De Europese Commissie heeft echter voorgesteld om de EU-regelgeving inzake de technische keuring aan te scherpen, met onder meer jaarlijkse keuringen voor personenauto\u2019s en bestelwagens ouder dan tien jaar, plus nieuwe controles voor elektrische voertuigen, elektronische veiligheidssystemen en emissies. Dat voorstel is nog geen wet, maar het druist in tegen het nieuwe tweejarige keuringsritme dat Vlaanderen voor alle personenauto\u2019s heeft ingevoerd.<\/p>\n

De zwakste kopers lopen wellicht het grootste risico<\/strong><\/h4>\n

Uit het Ipsos-onderzoek van VAB uit 2023 bleek dat 46% van de kopers van tweedehandsauto\u2019s tussen de 18 en 46 jaar oud waren, en dat 60% van die kopers een laag inkomen hadden.<\/p>\n

Dat leidt tot een lastige paradox: mensen die de goedkoopste auto\u2019s kopen, zijn misschien het minst geneigd om extra geld uit te geven aan een onafhankelijke keuring, maar zijn tegelijkertijd ook het minst in staat om de kosten van een defecte dynamo van \u20ac 1.000 of een defecte koppeling van \u20ac 2.000 op te vangen.<\/p>\n

Vanaf 2027 wordt het kopen van een tweedehandsauto in Vlaanderen dus eenvoudiger en minder bureaucratisch. Tegelijkertijd krijgt de koper meer verantwoordelijkheid.
