De De federale energieregulator CREG, de Commissie voor de Regulering van Elektriciteit en Gas, waarschuwt dat de talrijke projecten die hoogspanningsnetbeheerder Elia de komende jaren op de planning heeft staan, zullen leiden tot hoge elektriciteitstarieven voor huishoudens en bedrijven.\u00a0<\/span><\/p>\n

De plannen omvatten onder meer het energie-eiland, nieuwe hoogspanningslijnen zoals Ventilus en Boucle du Hainaut, en de nieuwe hoogspanningslijn naar het Verenigd Koninkrijk (Nautilus).<\/span><\/p>\n

Netwerktarieven<\/h4>\n

Als beheerder van het hoogspanningsnet moet Elia voldoende investeren om het net in stand te houden. Het bedrijf is onder meer verantwoordelijk voor het aan land brengen van de energie die wordt opgewekt door windparken voor de Vlaamse kust en voor de distributie daarvan verder landinwaarts. Hetzelfde geldt voor hernieuwbare energie die op het vasteland wordt opgewekt en op het net wordt ge\u00efnjecteerd.<\/span><\/p>\n

Elia mag de kosten die zij hiervoor maakt, doorberekenen via de netvergoedingen die aan particuliere en zakelijke klanten via hun elektriciteitsrekening in rekening worden gebracht.\u00a0<\/span>De federale energieregulator CREG waarschuwt echter dat de omvangrijke investeringen die Elia van plan is te doen, zouden kunnen leiden tot een sterke stijging van de netkosten. <\/span><\/p>\n

Voor de periode 2028-2031 verwacht de CREG een stijging van 50%-60%, en voor 2031-2038 een stijging van 40%-50%. <\/span>Elia schat de investeringen voor de projecten (voor de periode 2028-2038) voorlopig op \u201congeveer 24 miljard euro\u201d.<\/span><\/p>\n

Elektrificatie van de economie<\/h4>\n

Elia benadrukt de maatschappelijke noodzaak van de plannen en wijst daarbij op de snelle groei van de vraag naar elektriciteit bij bedrijven en huishoudens.\u00a0<\/span>De hoogspanningsnetbeheerder moet er immers voor zorgen dat Belgi\u00eb kan voldoen aan de behoeften van de komende jaren en decennia.\u00a0<\/span><\/p>\n

Volgens Elia zijn deze investeringen noodzakelijk voor de elektrificatie van de economie: voor meer warmtepompen en elektrische voertuigen, extra opwekking van hernieuwbare energie en de elektrificatie van industri\u00eble processen.<\/span><\/p>\n

Voor een gemiddeld Vlaams huishouden bedraagt het distributienettarief momenteel doorgaans tussen de 400 en 500 euro per jaar. In iets meer dan tien jaar zou dat deel van de elektriciteitsrekening dan ook kunnen stijgen tot meer dan 1.000 euro per huishouden.<\/span><\/p>\n

Waarschuwingsmechanisme<\/h4>\n

De CREG stelt daarom voor om alleen goedkeuring te verlenen aan projecten die al vergevorderd zijn, en niet aan projecten die zich nog in de conceptfase bevinden.\u00a0<\/span>De toezichthouder dringt aan op <\/span>transparantie van de netbeheerder, gezien de kosten van alle projecten, en voor<\/span>\u00a0een waarschuwingsmechanisme voor gevallen waarin een project de kostenramingen of de uitvoeringstermijnen aanzienlijk overschrijdt.<\/span><\/p>\n

Voka, de Vlaamse bedrijfsorganisatie, waarschuwt eveneens voor de betaalbaarheid. \u201cDe tarieven voor het transmissienet voor bedrijven zullen tegen 1 januari 2025 in feite verdubbeld zijn, en verdere stijgingen dreigen het concurrentievermogen van onze sector nog meer onder druk te zetten. Wij pleiten er dan ook voor dat alle netinvesteringen \u2013 en met name het energie-eilandproject \u2013 met de nodige terughoudendheid en kosteneffici\u00ebntie worden uitgevoerd.\u201d<\/span><\/p>\n

Maar sommige projecten zijn wel nodig. <\/span>Zo stelt de CREG bijvoorbeeld dat het niet uitvoeren van de Boucle du Hainaut \u2013 de uitbreiding van de Ventilus-traject die elektriciteit van windparken in de Noordzee via Waals grondgebied naar het binnenland transporteert \u2013 aanzienlijke gevolgen zou hebben voor de capaciteit voor nieuwe netaansluitingen. <\/span>De hoogspanningslijn is van cruciaal belang om extra offshore-windenergie naar het binnenland te transporteren, meer elektriciteit uit te wisselen met buurlanden en verdere overbelasting van het elektriciteitsnet te voorkomen.<\/span><\/p>","protected":false},"excerpt":{"rendered":"
