De federale minister van Mobiliteit, Jean-Luc Crucke (Les Engag\u00e9s), heeft een reeks operationele en structurele maatregelen voorgesteld om de geluidsoverlast rond Brussels Airport terug te dringen.<\/p>\n

De minister stond met de rug tegen de muur: hij moest uiterlijk op 1 oktober een voorstel bij de rechtbank indienen, anders riskeerde hij een boete van 10.000 euro voor elke nieuwe geluidsovertreding.<\/p>\n

Crucke benadrukt dat de nieuwe maatregelen de overlast voor alle bewoners zullen verminderen, maar de eerste reacties zijn sceptisch. Bovendien waarschuwt de Vlaamse minister Ben Weyts (N-VA) voor een belangenconflict als het lawaai opnieuw naar de Vlaamse periferie wordt verplaatst. Hij noemt de stap van Crucke \u201ctransparant\u201d.\u201d<\/p>\n

Naderingsroute RNP 07L<\/h4>\n

Van de maatregelen die vandaag van kracht worden, hebben sommige betrekking op landingen via de nieuwe, GPS-gestuurde RNP 07L-naderingsroute, die sinds afgelopen zomer aanleiding heeft gegeven tot veel klachten in het noorden van Brussel. Om deze overlast te verminderen, zullen aankomende vliegtuigen langer op grotere hoogte blijven vliegen en vervolgens een steilere daling maken.<\/p>\n

Het is echter vermeldenswaard dat uit een onderzoek in opdracht van Crucke blijkt dat deze steilere naderingsvlucht tot de minst effectieve maatregelen behoort om geluidsoverlast te verminderen.<\/p>\n

Andere voorstellen die ter discussie staan<\/h4>\n

Dus een kat in de zak? We zullen nog even moeten afwachten, want Crucke wil nog verschillende opties onderzoeken of daarover onderhandelen.<\/p>\n

Zo wil hij in de toekomst de landingen op baan 07L meer spreiden, zoals dat vroeger ook het geval was. De luchtverkeersleiders van Skeyes onderzoeken een alternatieve naderingsroute die verder naar het noorden ligt dan RNP 07L en over het noordelijke deel van Jette loopt; vluchten zouden dan afwisselend deze twee routes volgen.<\/p>\n

Om dit mogelijk te maken, zou de taxibaan langs die start- en landingsbaan echter moeten worden verlengd. Totdat dat gebeurt, mogen starts vanaf de drempel van de start- en landingsbaan alleen buiten de spitsuren plaatsvinden, wanneer het op de luchthaven niet te druk is. Crucke vraagt de luchthavenexploitant, Brussels Airport Company, daarom om deze verlenging in zijn investeringsplannen op te nemen.<\/p>\n

Daarnaast wil de minister ook de \u201cgroene landingen\u201d op Brussels Airport uitbreiden naar alle start- en landingsbanen. Bij deze aanpak dalen vliegtuigen in een soort glijvlucht, waardoor ze minder lawaai maken, minder kerosine verbruiken en minder CO\u2082 uitstoten. Veel landingen op Brussels Airport volgen dit principe al.<\/p>\n

Versoepeling van de windnormen<\/h4>\n

De minister wil ook de windnormen versoepelen, die bepalen bij welke maximale windsnelheden de voorkeursstart- en landingsbanen mogen worden gebruikt. Momenteel geldt voor de start- en landingsbanen 25R en 25L een limiet van 7 knopen rugwind (inclusief windvlagen), maar Crucke wil die limiet verhogen tot gemiddeld 8 knopen.<\/p>\n

Dit was jarenlang de norm op Brussels Airport, en ook Charleroi Airport hanteert deze norm. Dankzij een dergelijke aanpassing zal er minder vaak hoeven te worden uitgeweken naar alternatieve start- en landingsbanen.<\/p>\n

Nog een voorstel: de tijd tussen het besluit om alternatieve start- en landingsbanen te gebruiken of terug te keren naar de voorkeursbanen en de uitvoering van dat besluit mag niet langer zijn dan 30 minuten. Volgens Crucke duurt dat momenteel vaak langer. Bovendien hoeven luchtverkeersleiders bij de keuze van de te gebruiken start- en landingsbanen geen rekening meer te houden met de wind op hoogte. Volgens internationale regels is dat \u201cniet relevant\u201d.\u201d<\/p>\n

Ten slotte wil de minister ook het aantal vluchten \u2019s ochtends en \u2019s avonds terugdringen. Hij is dan ook van plan om met het Vlaamse Gewest en Brussels Airport te onderhandelen om het aantal vluchten tussen 22.00 en 23.00 uur en tussen 06.00 en 07.00 uur te verminderen.<\/p>\n

Hij is ook van plan om met de luchtvaartmaatschappijen te onderhandelen over het gebruik van stillere vliegtuigen, hoewel dat een zinloze stap lijkt. Zonder een afdwingbaar wettelijk kader, strenge (financi\u00eble) sancties of directe economische voordelen had een politieke \u201coproep\u201d of \u201conderhandeling\u201d in de luchtvaartsector vrijwel geen effect. Hoe dan ook: de orderboeken van vliegtuigfabrikanten als Airbus en Boeing zitten voor de komende jaren al vol.<\/p>\n

Geen overeenkomst met de federale overheid<\/h4>\n

Met zijn voorstellen wil Crucke \u201ceen evenwicht bewaren tussen de economische belangen van de luchthaven en de gezondheid van de omwonenden\u201d. Het punt is dat Crucke, als gevolg van juridische druk, geen tijd heeft gehad om met de federale overheid tot overeenstemming te komen over de maatregelen, en daarom in eigen naam het woord heeft genomen.<\/p>\n

Sommige van deze maatregelen zullen wellicht ook worden opgenomen in de nieuwe federale luchtvaartwet, die Crucke in de eerste helft van 2027 hoopt goed te keuren en waarin uniforme, wettelijk bindende vliegroutes en geluidsnormen voor heel Belgi\u00eb worden vastgelegd, maar politiek gezien is de zaak al zo goed als geregeld.<\/p>\n

Vlaanderen wil zich beroepen op een belangenconflict<\/h4>\n

Zowel de Vlaamse minister-president Matthias Diependaele (N-VA) als minister Ben Weyts (N-VA\u00b0), die onder meer bevoegd is voor de Vlaamse Periferie, willen maatregelen tegenhouden die ertoe zouden leiden dat verkeersstromen onmiddellijk naar Vlaanderen worden omgeleid.<\/p>\n

Geen van beiden sluit uit dat er sprake zou kunnen zijn van een belangenconflict. Ook in Brussel worden de maatregelen als onvoldoende beschouwd om de overlast op lange termijn te verminderen.<\/p>\n

Crucke noemt het zelf \u201cgeen wondermiddel\u201d en wil stap voor stap te werk gaan, zonder verstrikt te raken in politieke spelletjes en maatschappelijke discussies.<\/p>\n

De zwaarst getroffen gebieden, met de hoogste geluidsniveaupieken, bevinden zich in Vlaanderen; aangezien de Kanaalroute en de route door het noorden van Brussel echter door dichtbevolkte gemeenten lopen, is het aantal mensen dat in Brussel last heeft van het lawaai onevenredig hoog.<\/p>\n

Maar aangezien Vlaanderen, als grootste aandeelhouder van de luchthaven, nu zowel optreedt als milieu- en vergunningverlenende instantie (via de Vlaamse milieuvergunning) als commerci\u00eble aandeelhouder die louter dividend wil halen uit de groei van de luchthaven, is er sprake van een aanzienlijk belangenconflict. Het zal bijzonder moeilijk zijn om tot een compromis te komen waarbij alle partijen concessies doen.<\/p>\n

Met andere woorden, de institutionele impasse \u2013 een situatie waarin iedereen de macht heeft om een door de andere partij voorgestelde oplossing te blokkeren, aangezien ook Brussel zich op een belangenconflict kan beroepen \u2013 lijkt weer een stap dichterbij te zijn gekomen.<\/p>\n

En een echte doorbraak zou alleen tot stand kunnen komen als Europa bijvoorbeeld strenge regels zou opleggen met betrekking tot nachtelijke rusttijden, CO\u2082-uitstoot of geluidsoverlast rond stedelijke luchthavens, waardoor de federale regering gedwongen zou worden in te grijpen.<\/p>\n

Als dat niet gebeurt, zal het waarschijnlijk bij \u201chet probleem voor zich uitschuiven\u201d blijven, tenzij de kwestie wordt gekoppeld aan andere, grotere overheidshervormingen in de staat.<\/p>","protected":false},"excerpt":{"rendered":"
