Met deze verlenging wil de Brusselse regering de taxisector meer tijd geven om de overstap naar emissievrije voertuigen te maken.<\/p>\n<p>De eis dat vanaf 1 januari 2027 alleen nog nieuwe taxi\u2019s zonder uitstoot als nieuwe voertuigen mogen worden geregistreerd, blijft echter van kracht.<\/p>\n<p>In Brussel zijn meer dan drie op de vier taxi\u2019s nog niet emissievrij. Volgens Brussels Mobility moeten tegen 2027 300 tot 350 auto\u2019s met verbrandingsmotoren worden vervangen, en dankzij de nieuwe maatregel hebben ze daar nu tot 2029 de tijd voor.<\/p>\n<p>De Brusselse Taxifederatie (BTF) heeft het uitstel toegejuicht, maar blijft zeer kritisch over de verplichte elektrificatie.<\/p>\n<h4>Elektrische auto\u2019s mogen nog twee jaar in gebruik blijven<\/h4>\n<p>Door de leeftijdsgrens te verhogen, krijgen exploitanten dus twee jaar extra de tijd om zich voor te bereiden op de overgang naar elektrische voertuigen en om de nodige investeringen te doen. Voor elektrische voertuigen, waterstofvoertuigen en taxi\u2019s voor personen met beperkte mobiliteit (PBM) wordt de grens verhoogd van 8 naar 10 jaar.<\/p>\n<p>Bovendien mag een exploitant, indien een voertuig tijdelijk niet beschikbaar is \u2013 bijvoorbeeld als gevolg van een ongeval, pech, brand of diefstal \u2013 maximaal \u00e9\u00e9n jaar lang een vervangend voertuig met een verbrandingsmotor gebruiken.<\/p>\n<p>Er komt ook een algemene vrijstelling van de verplichte nul-emissie-eis voor PBM-taxi\u2019s, om het aanbod van taxi\u2019s in Brussel te waarborgen.<\/p>\n<h4>PS wilde een verlenging van de deadline<\/h4>\n<p>\u201cWe liggen nog steeds op koers wat betreft de elektrificatie, maar we vragen taxi\u2019s niet om hun voertuigen te vervangen voordat hun levensduur is verstreken\u201d, benadrukt Karine Lalieux (PS), de Brusselse staatssecretaris die verantwoordelijk is voor deze aangelegenheid.<\/p>\n<p>Haar partij had gepleit voor nog een uitstel van de deadline van 2027, maar de PS moest uiteindelijk het onderspit delven. Als de deadline was uitgesteld, zou dit het tweede uitstel zijn geweest. De oorspronkelijke deadline was 1 januari 2025. Eind 2024 werd deze, onder druk van de sector, met twee jaar uitgesteld tot 1 januari 2027.<\/p>\n<p>Om deze overgang te ondersteunen, versnelt de Regio ook de aanleg van 100 tot 150 snellaadstations tegen eind 2028. Daarnaast zullen er maatregelen worden genomen om de arbeidsomstandigheden te verbeteren, een herkenbare visuele identiteit voor straattaxi\u2019s in te voeren en mogelijk toegang te verlenen tot bepaalde busbanen van de MIVB\/STIB.<\/p>\n<p>Momenteel mogen alleen taxi\u2019s bij taxistandplaatsen gebruikmaken van de busbanen. Straattaxi\u2019s \u2013 chauffeurs die voor ride-hailing-platforms zoals Uber en Bolt werken \u2013 mogen er op dit moment dus geen gebruik van maken.<\/p>\n<h4>De sector staat kritisch tegenover de koerswijziging<\/h4>\n<p>Brussel telt momenteel 3.129 taxi\u2019s, waarvan 2.430 zijn uitgerust met verbrandingsmotoren, 440 elektrische voertuigen zijn, 48 op waterstof rijden en 211 tot de categorie\u00ebn PBM, grote luxewagens en klassieke auto\u2019s behoren. Voor de eerste groep die in 2027 door de maatregel wordt getroffen, zou het gaan om 300 tot 350 taxi\u2019s.<\/p>\n<p>De sector zelf blijft zeer sceptisch ten aanzien van elektrificatie. Volgens Abdel Sabbani, die de in Brussel gevestigde taxi\u2019s met offici\u00eble taxivergunningen vertegenwoordigt, zijn elektrische auto\u2019s geenszins gelijkwaardig aan auto\u2019s met verbrandingsmotoren.<\/p>\n<p>\u201cZe zijn duurder in aanschaf, en bij veel kleine defecten aan de accu is vervanging nodig, wat duizenden euro\u2019s kost\u201d, zegt Sabbani in een verklaring aan BRUZZ.<\/p>\n<p>\u201cZe zijn waardeloos op de tweedehandsmarkt \u2013 niemand wil ze hebben. En de actieradius is nog steeds veel te klein; taxichauffeurs zijn elke dag 1 tot 2 uur kwijt aan opladen, tijd waarin ze niets verdienen. Bovendien zijn er veel te weinig oplaadpunten,\u201d vat hij samen.<\/p>\n<h4>Discutabel<\/h4>\n<p>Sommige van de punten die Sabbani noemt, moet je met een korreltje zout nemen. De aanschafprijs van een elektrische auto ligt gemiddeld 20 tot 30% hoger dan die van een vergelijkbare diesel- of benzineauto, maar elektriciteit is goedkoper dan diesel en de onderhoudskosten zijn lager.<\/p>\n<p>Een Nederlands onderzoek uit 2024 kwam dan ook tot de conclusie dat elektrische taxi\u2019s over hun gehele levensduur goedkoper zijn dan dieseltaxi\u2019s \u2013 en dat onderzoek dateert van v\u00f3\u00f3r de extreem hoge dieselprijzen aan de pomp.<\/p>\n<p>De kosten die hij noemt voor het vervangen van de accu vanwege een klein defect zijn eveneens overdreven. Bovendien bieden fabrikanten vaak een garantie van 8 jaar, en volgens Geotab blijft er na 8 jaar of 160.000 km nog ongeveer 80% van de accucapaciteit over.<\/p>\n<p>Wat snelladers betreft: ook daarover is discussie. De laadsector stelt dat de situatie niet zo slecht is als ze lijkt. EV Belgium wijst erop dat Brussel momenteel 316 openbare snellaadstations heeft voor ongeveer 300 elektrische taxi's \u2013 wat neerkomt op bijna \u00e9\u00e9n snellader per elektrische taxi, hoewel dat aantal inmiddels is gestegen. EV Belgium zegt ook dat de gegevens over de bezettingsgraad niet wijzen op structurele wachttijden.<\/p>\n<p>Er bestaat echter bezorgdheid dat er een probleem zou kunnen ontstaan als er duizenden elektrische auto\u2019s bijkomen (de actieradius van deze voertuigen neemt overigens ook toe). De beloofde 100 tot 150 extra snelladers tegen eind 2028 wijzen erop dat ook de Brusselse regering de huidige capaciteit niet toereikend acht.<\/p>\n<p>Wat op de achtergrond echter wel een belangrijke rol speelt, is dat de situatie tussen taxistandplaatsen en straattaxi\u2019s voor aanhoudende spanningen in de sector zorgt.<\/p>\n<p>Zo vindt de BTF-taxifederatie het nog steeds onaanvaardbaar dat straattaxi\u2019s alle voordelen genieten zonder te betalen voor de offici\u00eble, dure vergunning.
