In de komende weken zal de Franse treinfabrikant Alstom in Brugge de laatste M7-dubbeldeksrijtuigen voor de spoorwegmaatschappij NMBS\/SNCB bouwen.\u00a0De laatste van de 751 bestelde rijtuigen zal naar verwachting tegen het einde van het jaar klaar zijn, maar daarna is het een compleet raadsel \u2013 of op zijn best vol vraagtekens \u2013 aangezien de toekomst van de fabriek en de ongeveer 500 mensen die er werken onduidelijk blijft.<\/p>\n

Ook de overeenkomst van het Spaanse bedrijf CAF \u2013 dat ten koste van Alstom een order voor 180 treinstellen van de NMBS\/SNCB binnenhaalde \u2013 om samen te werken met de fabriek in Brugge, blijft voorlopig nogal vaag.<\/p>\n

Er moeten nog 23 treinwagons worden geleverd<\/h4>\n

Volgens federaal minister van Mobiliteit Jean-Luc Crucke (Les Engag\u00e9s) levert Alstom in Brugge \u2013 het voormalige Bombardier \u2013 om de twee weken 3 tot 4 treinstellen aan de NMBS\/SNCB. Aangezien er al 728 zijn geleverd, zullen de laatste 23 treinstellen waarschijnlijk tegen het einde van het jaar worden geleverd.<\/p>\n

Dit zouden wel eens de laatste treinen kunnen zijn die in de West-Vlaamse fabriek worden gebouwd. De fabriek heeft nog wel een aantal onderhoudscontracten voor rollend materieel lopen, maar daarna is het af naar de afgrond.<\/p>\n

De besprekingen met CAF zijn nog steeds gaande<\/h4>\n

Volgens minister Crucke, die in de Mobiliteitscommissie van de Kamer nadere toelichting op deze kwestie gaf, zijn er nog steeds gesprekken gaande met de Spaanse treinfabrikant CAF over een mogelijke samenwerking<\/a> in Brugge.<\/p>\n

De minister gaf ook aan dat hij later deze week naar Spanje zou reizen om de onderhandelingen over deze kwestie voort te zetten.<\/p>\n

Ruim drie jaar geleden schreef de NMBS\/SNCB een Europese aanbesteding uit voor dit contract ter waarde van meerdere miljarden euro\u2019s, en CAF kwam als winnaar uit de bus. De eerste order bestaat uit 180 MR-30-treinstellen ter waarde van 1,7 miljard euro, die volgens planning vanaf 2030 in dienst zullen worden genomen. Later kunnen nog eens 130 eenheden worden besteld.<\/p>\n

Alstom en Siemens Mobility hebben de aanbesteding echter aangevochten bij de Raad van State, die beide beroepen heeft afgewezen. De juridische strijd heeft de opdracht met meer dan een half jaar vertraagd, en ook de politieke onrust over mogelijk banenverlies bij Alstom Brugge heeft de deal vertraagd.<\/p>\n

De doodsklok voor de fabriek in Brugge?<\/h4>\n

De vrees van de vakbonden dat de CAF-aanbesteding het einde van de fabriek in Brugge zou kunnen betekenen, zou wel eens werkelijkheid kunnen worden, aangezien het onduidelijk blijft in hoeverre de mogelijke samenwerking met CAF concrete resultaten zal opleveren.<\/p>\n

De NMBS\/SNCB heeft begin 2020 de eerste M7-treinstel in gebruik genomen. De leveringen liepen aanzienlijke vertraging op, vooral in het begin. Alstom heeft hiervoor in totaal 108 miljoen euro aan boetes betaald.<\/p>\n

De vakbonden bij Alstom hebben er altijd op gewezen dat het Franse bedrijf aanzienlijk goedkoper was dan CAF en dat de treinen met belastinggeld worden betaald. De NMBS\/SNCB heeft altijd benadrukt dat zij de Europese wetgeving heeft nageleefd en dat het besluit<\/a> was gebaseerd op de prijs-kwaliteitverhouding.<\/p>\n

Crucke bevestigde woensdag dat de Spaanse partij nog steeds openstaat voor een mogelijke samenwerking, maar gaf tegelijkertijd aan dat Alstom nog niets heeft bevestigd \u2013 en zeker niet de financi\u00eble voorwaarden waaronder een dergelijke samenwerking zou kunnen plaatsvinden.<\/p>","protected":false},"excerpt":{"rendered":"
