Nu de Chinese regering vrijwillige exportbeperkingen op hybride auto's naar de EU heeft afgewezen, overweegt de Europese Commissie naar verluidt een quotum in combinatie met invoerheffingen om dit doel te bereiken.<\/p>\n

In plaats van algemene invoerheffingen op te leggen, wijzen bronnen van Bloomberg erop dat er invoerheffingen op auto\u2019s zouden kunnen worden ingesteld wanneer het volume daarvan een bepaald niveau overschrijdt, waardoor een handelsonevenwicht ontstaat.<\/p>\n

Na waarbij hij eerder soortgelijke plannen had ontkend<\/a>, t<\/span>e <\/span>strategie<\/span> zal een van de belangrijke onderwerpen zijn tijdens de Europese top in oktober. <\/span>Hoewel er nog geen besluit is genomen, <\/span>nieuwe maatregelen<\/span> zou kunnen duiden op <\/span>een nieuwe benadering van China. <\/span>A<\/span>En het zou een proefproject kunnen zijn voor andere sectoren.<\/span><\/p>\n

Sterk stijgende invoer van hybride auto\u2019s<\/b><\/h4>\n

De Europese automarkt wordt geconfronteerd met een enorme toestroom van Chinese hybride en plug-in hybride auto\u2019s. En de EU-leiders zijn niet blij met deze situatie; ze vrezen oneerlijke concurrentie van auto\u2019s die ter plaatse worden gebouwd.<\/p>\n

De afgelopen twee jaar is de invoer van Chinese hybride auto\u2019s enorm gestegen. Ongeveer \u00e9\u00e9n op de drie in Europa geregistreerde PHEV\u2019s werd in China geproduceerd, en Chinese merken hadden in augustus van dit jaar een marktaandeel van 12%. Europese klanten lijken dol te zijn op betaalbare PHEV\u2019s en hybride auto\u2019s met een grotere actieradius en een grote accu, iets waar Chinese merken in gespecialiseerd zijn.<\/p>\n

Het aandeel van plug-in-hybriden is sterk gestegen sinds de EU in 2024 invoerheffingen heeft ingesteld op Chinese elektrische voertuigen. De EU nam deze maatregel omdat uit eigen onderzoek bleek dat er sprake was van oneerlijke concurrentie als gevolg van omvangrijke staatssteun, wat leidde tot dumpingpraktijken.<\/p>\n

Haalbare opties verkennen<\/b><\/h4>\n

De EU heeft geprobeerd met de Chinese regering te onderhandelen om haar ertoe te bewegen de uitvoer van (plug-in)hybriden vrijwillig te beperken. Maar het antwoord was negatief. Het Chinese ministerie van Handel verklaarde dat dit \u201ceen ernstige schending van de WTO-regels\u201d zou zijn.<\/p>\n

De EU onderzoekt nu dus andere mogelijkheden om de invoer van hybride auto\u2019s te beperken. Maar aangezien het onderzoek naar Chinese staatssteun zich uitsluitend op elektrische auto\u2019s richtte, kunnen de bestaande invoerheffingen voor elektrische voertuigen niet zomaar worden uitgebreid naar (plug-in) hybride auto\u2019s.<\/p>\n

De oplossing zou kunnen liggen in het heffen van invoerheffingen op PHEV\u2019s wanneer een bepaalde drempel wordt overschreden, waardoor een handelsonevenwicht ontstaat. Maar de EU moet hier voorzichtig mee omgaan. Het opleggen van invoerheffingen op producten uit een ander land zou in strijd kunnen zijn met de WTO-regels. En ertoe kunnen leiden dat China tegenmaatregelen neemt.<\/p>\n

Risico's<\/b><\/h4>\n

Contingenttarieven voor PHEV\u2019s zouden een prijsstijging kunnen betekenen voor Europese kopers, juist nu de EU haar wagenpark wil elektrificeren om de uitstoot te beperken.<\/p>\n

En aangezien de EU de internationale handelsregels schendt door China apart te behandelen en veel te ruime invoerheffingen op te leggen, zou dit er ook toe kunnen leiden dat de prijzen van importproducten uit andere landen stijgen. Bijvoorbeeld uit Japan en Zuid-Korea.<\/p>\n

Hoewel de EU haar lokale productie probeert te beschermen tegen wat zij dumpingpraktijken noemt, zouden invoerheffingen juist kunnen leiden tot meer investeringen in Chinese productie binnen de EU.<\/p>\n

Wanneer treden de maatregelen in werking?<\/b><\/h4>\n

De EU heeft nog geen actieplan bekendgemaakt, maar is op zoek naar een passende oplossing. De komende dagen voert zij onderhandelingen met China.<\/p>\n

Deze zullen de basis vormen voor de besprekingen met de EU-leiders tijdens de Europese top op 15 en 16 oktober, waarna de Europese Commissie later dit jaar met voorstellen zal komen. Mocht het tot maatregelen komen, dan zullen deze waarschijnlijk in 2027 van kracht worden.<\/p>\n

Als de EU een oplossing vindt die in overeenstemming is met het internationale handelsrecht, zou dit als uitgangspunt kunnen dienen voor een nieuwe aanpak van de Chinese invoer in andere sectoren.<\/p>","protected":false},"excerpt":{"rendered":"
